South Middleton is the south side of Carlisle, nearly 50 square miles running from the neighborhoods just south of the borough and the township's six I-81 exits down through Boiling Springs to South Mountain. The valley half is subdivisions and farms; the mountain half is wooded lots with real edge to keep back.

Leaf collection
The township vacuums leaves from late October into mid-December. Put them in piles or rows within three feet of the road edge, not in the street (they block storm drains), keep branches trimmed to 13.5 feet over the roadside for the truck, and don't bag them; bagged leaves go to the compost site yourself. A fall cleanup hauls them away instead.

Brush pickup and the compost site
The township picks up brush twice a year, in spring and early fall, by calling the office to get on the schedule: bundles tied with twine, up to four feet and 40 pounds, no garden waste. Residents can also use the compost site on Lindsey Road with a vehicle sticker, and take leaf mulch and tanbark home at no charge. Bigger piles are a brush removal job.

Snow
Township plowing begins at three inches, and the township says plainly that shoveling or blowing snow onto a plowed or treated street is illegal. Set up snow removal for the driveway before the first storm.

Patios, walls and permits
The township's own certified staff run the building code, and a zoning permit is needed for patios, fences, sheds and decks; unpermitted work doubles the fee. Fences and walls, including retaining walls, are limited to four feet in a required front yard and six feet in side and rear yards, and uncovered patios stay out of the front yard and ten feet off side and rear lines (§ 1616, § 1602). A stormwater permit kicks in at 5,000 square feet of new hard surface. Ask the township before a patio or wall project starts.

Grass and nuisance rules
The township regulates grass height, weed growth and tree clearance over roads and sidewalks by ordinance, with nuisance fines from $200 to $600. A regular mowing schedule and a yearly shrub trimming keep a property clear of it.

Open burning
Open burning other than cooking or farm operations is prohibited, nothing burns between dusk and dawn or on Sundays, and recreational fires stay 25 feet from a structure with no leaves or yard debris in them. Leaves and brush get collected or hauled instead.
