Good to Know
Yard Work Rules in Harrisburg.
Local rules that come up with lawn, leaf, snow and patio work, with the source for each. Dates change year to year, so check the source before you plan around one.
Leaf collection
The city picks up leaves in November on your street-cleaning day, and collection can run until the first major snowfall. Pile loose leaves in the street, not on the curb or in front of a storm drain, or use brown paper bags; plastic bags aren't collected. A fall cleanup hauls the leaves away instead.

Yard waste and branches
Bagged yard waste also goes out on street-cleaning days. Branches have to be tied in bundles no more than 4 feet long, and the city doesn't collect grass clippings. For more than a few bundles, brush removal takes it all away.

Sidewalks after a snow
City code gives owners 24 hours after snow stops to clear the sidewalk (§ 3-357.3), and sidewalk snow can't be pushed into the street unless the sidewalk is three feet wide or less (§ 3-357.5). During a declared snow emergency, no parking on marked snow emergency routes. Set up snow removal for the driveway before the first storm.

Patios, walls and historic districts
The city's Bureau of Codes requires a permit for retaining walls 4 feet or taller and for any work over $1,000. In the city's historic districts, the Architectural Review Board reviews exterior projects visible from the street, so ask the city whether a patio, walkway or wall needs review before it starts.

Street trees
Planting, trimming or removing a shade tree along the street takes a city permit first (§ 10-101.4).

Tall grass
City code cites properties with grass or weeds over 18 inches (§ 3-363.2). A weekly or biweekly mowing schedule is the easy way to stay well under it.
