Lawn Care & Landscaping in Franklin Township
Franklin Township is the rural side of the Dillsburg area, west of Carroll Township toward the Adams County line, with small communities like Union Church, Clear Springs and Coffeetown. About 5,000 people live on 19 square miles here, so lots tend to run bigger and more open.

Good to Know
Yard Work Rules in Franklin Township.
Local rules that come up with lawn, leaf, snow and patio work, with the source for each. Dates change year to year, so check the source before you plan around one.
Leaves and yard waste
The township doesn't list a leaf pickup or a yard waste drop-off. Its hauler, Republic Services, handles trash, recycling and scheduled bulk pickups, so leaves and brush stay with the owner. A fall cleanup or brush removal hauls them away.

Outdoor burning is allowed, with rules
Unlike most of our service area, the township's burning ordinance doesn't ban burning leaves and brush. It does set rules: at least 50 feet from any building or woods, and from the property line unless the neighbor agrees; no burning between sunset and sunrise; a call to York County 911 first; and an adult present until it's fully out (Ordinance 2010-1). The supervisors can declare a burn ban.

Patios, stormwater and steep slopes
Any unattached building or improvement of 100 square feet or more needs a permit, and the township counts patios, walks and gravel areas as impervious. Up to 1,000 square feet of new hard surface is exempt from a stormwater plan with a signed worksheet, and more needs a minor site plan. On slopes of 15 percent or more, grading needs conditional use approval and retaining walls need plans sealed by an engineer. Ask the township before a patio, walkway or wall starts.

Driveways and shrubs by the road
Driveway work that touches a township road needs a driveway and road occupancy permit, and the township has asked owners to trim shrubs that block drivers' view. Shrub and hedge trimming keeps the sight lines clear.
