Lemoyne is the West Shore borough straight across the river from Harrisburg, with Negley Park's skyline view at the top of the hill and blocks of older homes with narrow side yards and front beds below it. It's a place where the sidewalk rules are strict and the street trees are the borough's.
We're based in Mechanicsburg, about fifteen minutes away. We mow, fertilize and treat weeds, mulch, trim shrubs and hedges, do leaf and seasonal cleanups, build small patios and walls and plow driveways for homes and businesses. The owner is on site for every job.

Leaf collection
The borough collects leaves at the curb from mid-October into mid-December, on the schedule posted on the signs on each street, and asks residents not to put leaves in the street where they wash into storm drains. A fall cleanup hauls them away instead.

Yard waste
The borough's hauler collects yard waste on the third Saturday of the month from April through October. Since fall 2025, Lemoyne residents can also use Lower Allen Township's yard waste facility on St. Johns Road and pick up wood chips there at no charge.

Sidewalks after a snow
Borough code requires the sidewalk cleared to at least 36 inches wide in as little as 10 daylight hours after snow stops, with nothing piled in the gutter or the street and nothing against a hydrant; fines run $100 to $500 (Chapter 472). Set up snow removal before the first storm.

Patios and walls
Building permits go through the borough's third-party code official, and the borough issues zoning permits separately. Front-yard fences and walls top out at 42 inches (36 on a corner lot), and engineered retaining walls that hold back a slope are allowed by right (§ 550-40). Under 1,000 square feet of new hard surface is exempt from the stormwater site plan (§ 460-15). Ask the borough before a patio or wall project starts.

Grass height
Weeds and grass over six inches are a violation under borough code, with five days' notice to fix it (Chapter 169). A weekly or biweekly mowing schedule keeps you well under it.

Street trees
Trees between the curb and the sidewalk are under the borough's Shade Tree Commission: planting, cutting, trimming or removing one takes a permit, and branches clear 12 feet over the street and 8 feet over the sidewalk (Chapter 499). Open burning is banned in the borough.
