Hampden is the most populous township in Cumberland County, and most of it is the suburban neighborhoods between the Carlisle Pike and the Conodoguinet: Good Hope, Sporting Hill, Hampden Square, Country Club Park and the developments around them. Leaf collection
The township runs a vacuum program from mid-October, on a five-day route by neighborhood. Rake loose leaves into the street about a foot from the curb, in piles no more than three feet high and four feet wide, with no branches or debris mixed in. The township asks residents who use a landscaper to make sure the landscaper follows the same rules, which we do. A fall cleanup hauls the leaves away instead.

Brush and the yard waste facility
Brush goes out with the weekly trash in tied bundles up to six feet long and five inches across. Residents can also take shrubs and branches to the township's yard waste facility off Wertzville Road; it doesn't take leaves or grass, and it's closed to commercial businesses, so anything we cut leaves with us. Bigger piles are a brush removal job.

Snow
Township code makes it unlawful to put snow or ice onto a cleared or treated street by shoveling, plowing or blowing (Chapter 21 § 303), and the township asks that sidewalks be cleared within 24 hours of the end of a storm. Plowing starts at three inches, and parking on township streets is banned during a declared snow emergency. Set up snow removal before the first storm.

Patios and retaining walls
A zoning permit covers any increase in impervious coverage, so a new patio or walkway needs one, and any fence or wall needs one too. Retaining walls over four feet need a guard on the upslope side and engineering when they hold back more than two feet of fill (Zoning § 1708). Up to 1,000 square feet of new hard surface is exempt from a stormwater site plan. Ask the township before a patio or wall project starts.

Grass height
Weeds or similar vegetation over six inches on a lot or yard is a nuisance under township code (Chapter 10). A weekly or biweekly mowing schedule keeps you well under it.

Trees over the street
Owners keep branches at least 12.5 feet over the road and 8 feet over the sidewalk (Chapter 25). Yard waste and leaves can't be burned in the township, and recreational fires need a permit.
