Good to Know
Yard Work Rules in East Pennsboro Township.
Local rules that come up with lawn, leaf, snow and patio work, with the source for each. Dates change year to year, so check the source before you plan around one.
Leaves and yard waste
The township's highway crews pick up leaves in the fall on a posted schedule. Yard waste goes out curbside the third week of each month from April through October, in paper bags or bundles up to five feet long and six inches across, no grass clippings. A fall cleanup hauls the leaves away instead.

Yard waste facility
Residents can use the township's yard waste facility on South Humer Street from April through late November with a $10 annual access card, and take mulch and compost home at no charge. It's closed to contractors and doesn't take grass clippings or plastic bags, so anything we cut leaves with us.

Sidewalks after a snow
Township code gives owners 24 hours after snow stops to clear at least three feet of sidewalk measured from the curb, and snow can't be put onto a plowed street (Chapter 21 Part 3). Parking is banned on the township's snow emergency routes, including Enola Drive, Erford Road, Market Street and Valley Road, during an emergency. Set up snow removal before the first storm.

Patios, driveways and the right-of-way
The township enforces the state building code with its own inspectors. Any work in the road right-of-way, including a driveway apron, sidewalk or curb, needs a Highway Occupancy Permit, and new hard surface may need stormwater documentation. Projects under 10,000 square feet of new impervious area use the township's small project approach. Ask the township before a patio, walkway or wall starts.

Grass height
The township's property code caps weeds and plant growth at six inches (§ 5-201). A weekly or biweekly mowing schedule keeps you well under it.

Street trees
Planting or removing a tree in a public street or right-of-way takes a written township permit, the township can set the species, and branches have to clear 9 feet over walks and 12 feet over streets (Chapter 25). Trees along the curb also have to clear the leaf equipment.
