Good to Know
Yard Work Rules in Lower Paxton Township.
Local rules that come up with lawn, leaf, snow and patio work, with the source for each. Dates change year to year, so check the source before you plan around one.
Leaf collection
The township vacuums loose leaves from the first week of November to mid-December. Rake them into long, narrow piles within four feet of the curb or road edge, not into the street, with no sticks or branches mixed in; tarped piles are skipped. Leaves can't go in the trash or in plastic bags. A fall cleanup hauls them away instead.

Yard waste and the compost facility
Penn Waste picks up bundled branches, garden waste and leaves on trash day from April through December, and grass goes out with the trash. Residents with a township permit can take leaves, brush and branches up to 12 inches across to the compost facility on Conway Road, open Tuesday, Thursday and Saturday in season. It doesn't take grass, sod, stumps or bamboo. Bigger piles are a brush removal job.

Sidewalks after a snow
Township code gives owners 24 hours after snow stops to clear a sidewalk path at least 36 inches wide (§ 196-31), and no one may push snow from a sidewalk or driveway into a street or alley (§ 196-30). The township asks that cars and trailers come off the street before a storm. Set up snow removal before the first storm.

Patios and stormwater: the threshold is small
Patios are on the township's zoning permit application, and the stormwater rules start early: more than 80 square feet of new hard surface needs a stormwater management application, and more than 1,000 square feet adds volume controls and a site plan (§ 170-302). Impervious coverage tops out at 40 percent in the R-1 district. Ask the township before a patio, walkway or wall starts.

Grass height
Grass and weeds over 10 inches are a violation under the township's property maintenance code (§ 148-2); gardens and flower beds are exempt. A weekly or biweekly mowing schedule keeps you well under it.

Trees and burning
Branches have to clear 12 feet over the street and 8 feet over the sidewalk, and work on a tree under the township's jurisdiction needs the Shade Tree Commission's approval (Chapter 162). Leaves and yard waste can't be burned in the township (§ 106-24).
