Good to Know
Yard Work Rules in Monaghan Township.
Local rules that come up with lawn, leaf, snow and patio work, with the source for each. Dates change year to year, so check the source before you plan around one.
Leaves, yard waste and clippings
The township's trash page lists no leaf pickup or yard waste drop-off, and Penn Waste becomes the residential hauler in October 2026. The township's own advice is to leave grass clippings on the lawn and keep them off the road, where they wash into the storm sewers. A fall cleanup hauls leaves and brush away.

Snow
The township asks residents not to push or shovel snow into the street, warns that you can be fined or held responsible for an accident, and asks that cars stay off the street until it's cleared. Andersontown, Siddonsburg, South Lewisberry and York Roads are state roads plowed by PennDOT. For de-icing, the advice is shovel first and use salt sparingly. Set up snow removal before the first storm.

Patios and stormwater
A stormwater permit is required for more than 2,500 square feet of new impervious or semi-impervious surface, and the township counts patios and compacted stone bases as impervious (Ordinance 83). Paving and grading are on the zoning permit application. The township also asks owners not to landscape within five feet of the road edge, so a ditch line can carry water. Ask the township before a patio, walkway or wall starts.

Fertilizer and the stormwater program
The township's stormwater program asks for a soil test before fertilizing, no fertilizer before a rainstorm or on a frozen or dormant lawn, and spills swept off the pavement. Worth knowing before a fertilization program starts.
