Good to Know
Yard Work Rules in Carroll Township.
Local rules that come up with lawn, leaf, snow and patio work, with the source for each. Dates change year to year, so check the source before you plan around one.
Leaf collection
The township picks up loose leaves along the road township-wide each fall, roughly late October to early December, with dates set each year. Piles go at the edge of the road by 7 a.m. Monday. Bagged leaves aren't collected, and piles with brush or trash mixed in, or too far off the road, are skipped. A fall cleanup hauls them away instead.

Yard waste and the leaf waste facility
Penn Waste picks up yard waste in biodegradable bags on the first Saturday of the month, May through November, but not grass clippings. The township's leaf waste facility on Sunny Lane takes leaves, branches and trimmings year-round with a key card; commercial cards are only for landscapers based in the township, so what we cut leaves with us. Bigger piles are a brush removal job.

Sidewalks after a snow
Township code gives owners 24 hours after snow stops to clear a sidewalk path at least three feet wide, and removed snow can't go on any public street (§ 334-21). Parking on township streets is banned from two hours after continuous snow begins until the street is plowed full width (§ 359-21). Set up snow removal before the first storm.

Patios and retaining walls
The township's permit guide says a retaining wall over four feet needs a building permit, concrete pads need a zoning permit, and new construction over 200 square feet needs a stormwater permit when the lot has no approved stormwater plan. Pads and pavers sit at least three feet from the property line (§ 450-403), and single-family lots in the RS districts are capped at 35 percent impervious coverage. Ask the township before a patio, walkway or wall starts.

Grass height
Vegetation over 12 inches is a nuisance under township code, with five days to fix it after notice (§ 372-3). A weekly or biweekly mowing schedule keeps you well under it.
Burning and clippings
Burning brush and vegetation is banned in the township (§ 157-3). Grass clippings aren't taken curbside or at the drop-off, so the township encourages leaving them on the lawn and keeping them out of storm drains. Every mowing visit ends with clippings blown off walks and drives.
